Treasury Request: Bancor Pool

Background: The next step in this process is to create the RGT-BNT pool. I am proposing that this pool creation is created and maintained by the DAO.
Abstract: The pool requirements at inception requires at least 1,000 BNT and the equivalent $ amount in RGT. I propose that we swap USDC to purchase the appropriate amount of BNT. Once we have BNT, we would then seed the pool with BNT and treasury RGT. The treasury can be found here: https://etherscan.io/address/0x10db6bce3f2ae1589ec91a872213dae59697967a
Motivation: Bancor is a very well known liquidity providing protocol and the whitelisting of Rari Capital allows this pool to be created for our users to interact with.
