Implement POOL Pool Rewards

This proposal makes the POOL pool a governance controlled pool and sets the reward distribution as discussed and requested by the community. 100 POOL rewards per day will be allocated and a weekly prize amount of 200 POOL, initially set for a period of 180 days. Modifiable by governance.
