[PIP-27] Budget for New Developer Hire

Intro
As Pickle scales up again with its development work - including DILL implementation, new strategies and more - we have identified the need to solidify and expand our technical resources.
Proposal
This proposal, if passed, would allcate a total budget of $156k/year for use in hiring additional developer resources. The compensation will be denominated in $120k in stablecoins and $36k in PICKLEs, which vest in 3 month increments, the value of which will be determined on a monthly basis.
Candidate Selection
If the budget for the proposed role is approved, a call for suitable candidates will be made. Thereafter, a selection committee will assess and select a suitable candidate at its discretion. The selection committee will comprise of at least the following key Pickle contributors: @larrythecucumber, @0xkoffee, @jintao, @CeloProtocol, @purplezky, @Rooster_Cogburn77, @sifu, @yyctrader, and @anoniminis.
