[PIP-18] Bug Bounty Program

A bug bounty program is necessary to further ensure the safety of the Pickle Finance protocol. If this proposal passes, rewards for the bug bounty program will come out of the community-controlled treasury.
For convenience, the rewards scheme is reproduced here:
- Severe: 20,000-50,000 USDC
- High: 5,000-20,000 USDC
- Medium: 1,000-5,000 USDC
- Low: 100-1,000 USDC
