PSP-IPΔ8: Fee Sharing with Referrers

This proposal is to create a new fee-sharing model where referrers will split ParaSwap fees (positive slippage) with ParaSwap Protocol and, potentially, with referees as well.
The goal is to bring more volume & users.

After few discussions, we propose those options:
- 50% ParaSwap + 50% referrer
- 50% ParaSwap + 25% referrer + 25% referee
- 34% ParaSwap + 33% referrer + 33% referee
