PSP-IPΔ12: Opening up governance proposals

Following the gov discussion below, the goal is to decentralize the governance proposal process in order to make it open for delegates instead of a whitelisting system.
A threshold will make sure that the quality and accuracy of the proposals will be aligned with the DAO’s best interests.
