Goal: Approve Season 4 budget which establishes funding of DAO operations and its activities for Season 4.

TLDR: -6.5M $ORANGE and $623k allocated - USDC was calculated for 18months of runway with current Treasury -New PCOM structure with 2 part-time USDC roles -All other USDC roles are focused on the Fellowship and Founder Success -A significant amount of Orange was allocated for contributors wanting to help the Fellowship succeed -An increased budget for travel and bringing members together at one of the key conferences
