OIP-54: Create 4 Governance Subcommittees with 6 roles to meet Season 1 goals

Goal: Create and fund 4 sub-committees reporting to Governance for 1) Internal Communications, 2) Onboarding, 3) Inclusion, and 4) Proposals.

Description: This proposal is to create four Governance sub-committees focused on improving the member experience, including new member onboarding, ongoing engagement, inclusivity, intra-DAO information flow, and defining and measuring proposal quality.
This proposal funds 6 roles across 4 sub-committees. Each one of these roles will be compensated with 30,000 $ORANGE for Season 1 (for a total of 180,000 $ORANGE for Season 1). Compensation for each role can be prorated by days that the individual serves during the season, as needed. For example, if an individual selected for one of these roles begins halfway through Season 1, they will receive half (15,000) of the specified $ORANGE for Season 1. The Governance Committee (GCom) will set the number of people per subcommittee and select the final candidates. GCom will make an open call for members to apply for these positions.
Internal Communications Subcommittee #1: Facilitate and streamline internal communications for the DAO. Internal Communications Role: we currently have an Internal Communications role that is not part of a sub-committee. This proposal also serves to make this role part of the Internal Communications subcommittee. @Cryptpal is the first full-time working member of the DAO, his Internal Communications role and compensation was addressed in the OIP-22 proposal. His role is separate from the 6 roles addressed by this proposal.
The following are some of the primary functions of the Internal Comms sub-committee: Facilitate DAO communication Town Halls Communicate Orange DAO vision and direction to all members Improve organization in our Discord server Organize channels including archiving those no longer used Measure the effectiveness of DAO communication Generate and send newsletters on a consistent basis Increase the base of newsletter subscriptions Measure total reach and engagement rates across all channels Town Halls Newsletter Discord Events Set OKRs
Onboarding Subcommittee #2: Facilitate and streamline the onboarding process for new members. Make people feel welcome Define “onboarded.” Measure the number of people and conversion rates in the onboarding funnel. Help members become productive in the DAO Improve core knowledge of DAO members after joining Identify the key information needed by new members Set OKRs Success: Establish Onboarding Funnel metrics, something like (but not necessarily): Who is receiving communications (Discord, Email, etc.) Understand who is new to web3, new to Discord, and measure those conversions separately Who has minted their GEM? Who has received $ORANGE tokens? Who has voted on proposals? Who is active in Discord? What causes people to engage or churn?
Inclusion Subcommittee #3: Build the DAO’s internal inclusivity and diversity initiatives Set OKRs Success: Diverse representation and inclusion Make people feel welcome Engage, invite and recruit current YC alumni who are members of underrepresented groups. X alumni outreached Propose and track inclusion metrics Provide extra onboarding support to underrepresented members Provide resources for training on Inclusivity and impact Education to participate in the DAO
Proposal Quality & Process Subcommittee #4: Facilitate and enhance the quality of proposals. Guide and support Orange DAO members drafting and submitting proposals. Refine processes for proposal creation, review and voting to minimize fatigue and maximize productivity Read all proposal drafts, offer feedback and be an active participant in proposal discussions Collect proposal process feedback and draft guidance to drive clarity and improve outcomes
Benefits: This proposal to create subcommittees for key functions originates from the critical learnings gathered from Season 0 and from the IRL Retreat in Cabo re: helping the DAO scale.
We have several DAO contributors who want to become core contributors, but we do not have roles for them. This proposal aligns the DAO’s needs with these members looking to become core contributors, without the friction of having individual proposals for each role, nor requiring DAO members to self-select and carve out these roles for themselves.
