FRAX-OHM Incentives

Summary: We should incentivize the OHM-FRAX LP with the rewards currently provided to the OHM-DAI SLP.
Background: We are currently providing 45 OHM per day to the OHM-DAI pool on SushiSwap. A proposal passed last week, approving a partnership with FRAX to open a pool with FRAX and OHM on Uniswap.
Abstract: We should provide incentives to bootstrap the OHM-FRAX pool. I propose we divert all of the 45 OHM currently going to the OHM-DAI pool to the OHM-FRAX pool.
Motivation: Incentivize liquidity to the new pool and increase the treasury through a new bond type.
For: Divert the incentives to the OHM-FRAX pool. Against: Leave the incentives on the OHM-DAI pool.
