Let sOHM be used to vote

if we allow sOHM to be used to vote in addition to OHM, we will hear the voice of many many holders who currently can’t vote as they are staking their coin. This will decentralize the protocol a lot more as more people will have a say in what happens. Everyone’s voice will be able to be heard.
