Convert stETH to wrapped stETH

TL;DR: Wrap our stETH to avoid unnecessary daily income‑tax liability for the DUNA.
Rationale: By wrapping stETH, the DUNA can eliminate unnecessary taxable events triggered by daily staking rewards. We estimate this initiative will save the DUNA upwards of $30,000 per year in tax liabilities (based on current staking rewards).
Proposal overview: Submitted by NOC Guild on behalf of the Strategic Proposal Working Group (SPWG). We request two Nouns for the working group:
