Proposal Tracking, Audit & Treasury Recovery Mission ⌐◨-◨
TLDR
Fund Bixbite to take over & expand the proposal tracking initiative previously managed by Maty, adding comprehensive audit capabilities and a legal recovery framework for abandoned projects, for a 6-month trial period.
Introduction
I spoke with Maty and he said he would not be submitting a prop to renew his residency, which is why I am submitting this proposal. As Maty is no longer able to continue his vital work tracking Nouns DAO proposals, I propose to not only take over these responsibilities but to expand them with a structured audit process and a legal recovery mechanism for abandoned projects. This initiative will provide greater accountability, transparency, and potential recovery of treasury funds.
Comprehensive Tracking & Follow-up
Building on the foundation Maty has established, I will:
- Track all active proposals and their progress
- Follow up regularly with builders for updates
- Share builder updates with the community via a topic thread on Camp and other appropriate channels such as Discord & Warpcast
- Create and maintain a central repository of proposal information
- Direct proposers to post updates on Updates.wtf, Nouns.camp and other community platforms
- Help connect builders working on similar initiatives to maximize impact
- Identify and report on potential issues, delays, or abandoned projects
Enhanced Audit Process
I will implement a comprehensive audit system that goes beyond tracking to:
- Review all proposals from #1 to present, documenting promised deliverables vs. actual outcomes. The intended outcome of this will be to identify what proposals / deliverables would make sense to go after legally vs what items we should mark as a loss.
- Example: Prop 109 may make sense to go after legally while the undelivered Nouns x Advisry Soft Trunks that we paid $1,500 for from Prop 129 may make more sense to mark as a loss.
- So, what would the benefit be of marking items as a loss and why should any time be spent on this task?
- Undelivered items and the payment made can be classified as a write-off or loss, which reduces the DAO’s assets and potentially increases our expenses. This would help to reduce any previous lax liabilities we may have.
- Categorize each proposal as:
- ✅ COMPLETED: Delivered as promised
- ⚠️ PARTIAL: Some deliverables outstanding
- ❌ RUGGED: Little to no delivery with minimal communication
- Create a transparent GitHub repository documenting findings
- Share updates & take questions on the weekly recorded Nouncil call that I hosted
- Generate monthly audit reports for the community
- Identify opportunities for connecting stalled projects with new builders to salvage value
Legal Recovery Framework
For proposals that have been abandoned or are significantly under-delivered, I will:
- Establish a structured approach to recovering misappropriated treasury funds
- Work with an Attorney specialized in corporate law & commercial contracts who is licensed in CA and TX. Will provide name & state bar numbers to any verifiable DAO member who inquires.
- Implement a graduated recovery process:
- Initial outreach and request for updates
- Formal notification of contractual breach
- Legal clawback notices when necessary
- Create clear documentation of all recovery efforts
- Report all recovered funds to the DAO
- Will provide details on unrecoverable funds to the Duna Admin to be passed on to the accountants

This initiative will provide significant value to Nouns DAO by:
- Ensuring greater accountability for funded proposals
- Increasing transparency around treasury fund usage
- Potentially recovering significant amounts of misappropriated funds
- Establishing precedent that encourages future builders to deliver on promises

Legal & Administrative Experience
- 3 years of Paralegal experience within two different law firms
- Previously held Notary Public License which I will commit to retesting within 1 month to achieve active status. This will help expedite the legal paperwork.
- Experience in business bookkeeping, tracking state nexus & filing business taxes
This combination of legal expertise, administrative experience, and deep involvement with Nouns DAO gives me the necessary skills and context to effectively manage the tracking, auditing, and recovery of DAO funds while maintaining strong relationships within the community.
Funding
I am requesting:
- $7,500 per month to be streamed over a 6-month trial period
- This covers my comprehensive tracking, auditing, and coordination work
- The legal recovery aspect will be funded through a 25% bounty on any funds returned to the DAO, which covers the attorney’s retainer and fees without additional cost to the DAO. These funds will be requested via separate proposals after the funds are returned.
- Important Note on Future Costs: The comprehensive audit is a one-time initiative that will be completed by the end of this 6-month period. Any future props from me regarding proposal tracking will have significantly reduced costs, as they would only involve ongoing tracking rather than the extensive historical audit.
Timeline and Deliverables
- Month 1: Take over tracking responsibilities, set up audit framework, and begin review of proposals
- Month 2-3: Complete initial audit of proposals #1-400, begin outreach to abandoned projects
- Month 4-5: Complete audit of remaining proposals, continue recovery efforts
- Month 6: Final report on all findings, recoveries, and recommendations for future proposal governance

- Complete audit of all passed proposals
- Regular community updates on proposal status
- Documented recovery efforts for all abandoned projects
- Funds recovered from abandoned projects (target: recover at least 10x the cost of this initiative)
- Establishment of a sustainable framework for ongoing proposal accountability
