Fund USDC buyer contract

Currently, the DAO doesn’t have USDC to fund prop 711 so a debt has been registered.
This prop aims to fund the TokenBuyer contract with 130 ETH to clear that debt.
The remaining amount (~$40k or 11.7 ETH) will be kept for upcoming props requesting USDC.
