Purpose

Covenant (tl;dr)

Any Noun (“Nouner”) or member of the Nouns Discord server and given the “Nouncillor” role (http://discord.gg/nouns) will be eligible to co-administer distribution of Ask in an experimental effort to democratize funding by and of protocol (NounsDAO) contributors. The objective for this round will be to empower the collective of active Nouns builders to convey Ξ in a manner that attempts to effect sustained outsize benefit to Nounish Culture.

Procedure

1. Funds custodied in the Nouncil (nouncil.eth) multisig, which signers and their constituents (Nouncillors) have agreed to defend according to the above mandate.
2. Open call will be held in the Nouns Discord Server for Nouners/Nouncillors wanting to co-administer.
3. Administrators will refine a process for adding candidates who are interested in participating, biasing for inclusivity where possible, while considering how the process may be sustainably implemented at protocol level in future.
4. If nominated, addition of non-voting addresses (NounsDAO/SubDAO Treasuries, Public Goods etc) as potential beneficiaries may be considered.
5. Approved contributors will be allowlisted / encouraged to participate in an off-chain weighted voting process (via an application such as https://snapshot.org/ or https://coordinape.com/) to determine the final distribution coefficients.
6. Any funds which the administrators conclude they are unable to disburse constructively (in accordance with Covenant) by 07/01/22 will be returned to DAO.
7. The custodian of the proposing Noun (wag#5265) will recuse themselves from the round.

Possible Failure Conditions

1. Disagreements arise as to proper execution of Covenant, where clear consensus (measured as a simple majority vote) among Administrators cannot be reached.
2. Number of nominated contributors is too low or too high to be deemed a useful representation of active Nouns builders.
3. Unforeseen technical constraints make executing the weighted vote or disbursement impractical.
