[NIP-3] NOTE re-investment plan
This vote is to determine if Notional should move forward with the proposed NOTE re-investment plan in connection with the upcoming deployment of the NOTE staking module.
This proposal includes the following:

The treasury manager will use the COMP accrued to this date to conduct NOTE re-investments over the first six months of the program.

The treasury manager will use 100% of the COMP that Notional will accrue going forward on a regular basis to conduct NOTE re-investments as it is accrued. These re-investments will continue until the community votes to amend this plan in the future.

Transaction fees generated by the protocol will stay in the protocol’s reserves in the form of cTokens.

The 30k/week NOTE incentives currently flowing toward the 50/50 NOTE/WETH pool would be redirected to the 80/20 NOTE/WETH pool upon deployment of the NOTE staking module. Incentives would continue at this rate for a minimum of 6 weeks. After this point, these incentives would be re-evaluated and potentially updated.
