N3GOV-25: Amend prevailing variables to secure Solar Guild funding

As the market conditions continue to change at a very fast pace (including the requirements posed by lenders), the Meta Guild requests to amend the constraints of the fundraise for Solar Guild (original proposal can be found here and amendment here), whereby these two parameters would prevail over previous proposals:
- the Meta guild will raise up to 370,000 USDC loan for Solar Guild funding
- the Meta guild can offer up to 500% collateralisation ratio (or 2573 $NATION, whichever is higher) at its discretion, to secure the funding.
The adherence to the North Star Metrics remains the same as in the original proposal - this is just a modification of variables to enable the Meta Guild to execute it.
