N3GOV-57: Reinstate Liquidity Rewards Program

We already have a smart contract for distributing rewards to $NATION liquidity pool providers. And we already have a UI for depositing (staking) pool tokens.
This is a proposal to reinstate the liquidity rewards program for a duration of 3 months.
And Nation3 citizens will vote on how many tokens to distribute to the liquidity pool providers:
- 0.3% of token supply (126 `$NATION` tokens)
- 0.4% of token supply (168 `$NATION` tokens)
- 0.5% of token supply (210 `$NATION` tokens)
- 0.6% of token supply (252 `$NATION` tokens)
- 0.7% of token supply (294 `$NATION` tokens)
There will be an up to 2.5x boost for $veNATION holders.
