N3GOV-56: Lock Contributor Token Rewards

Nation3 citizen #71 mentioned that there are citizens who feel dissatisfied when Nation3 contributors sell their tokens.
The following is a proposal to mitigate contributors selling their tokens during this current period of low liquidity:
- Contributors (e.g. developers, DAO operators, marketeers) will continue to use Coordinape for tracking their contributions.
- Coordinape will no longer be used for distributing token rewards. Instead we will use Hedgey Time Locks.
We can set a default time lock duration. Meaning that a contributor doing work valued at for example 10 $NATION tokens today would have to wait X amount of months before claiming the rewards.
