PDP16 / MCCP-3: Increase Save liquidator's weekly USD contribution

As detailed in this forum post, it has been proposed that the maximum USD amount of liquidated COMP, AAVE and other lending platform tokens sent to boost the SAVE APY each week be increased.
The impacts of doing this will bolster the Save APY, and mean that concurrent proposals seeking to channel some of these Save APY flows to destinations other than savers (such as the Buyback and Make 2 proposal) will have a minimal impact on Save yields.
The forum discussion surfaced other alternatives to increasing the liquidation amount, such as allocating some of the COMP to other yield farming or lending opportunities. A further exploration into this has been presented as the final vote option as “alternatives”
As there are more than two choices, the option with the highest weight of votes in support of it will be executed or taken forward for further discussion (even if that option has less than 50% of governor support).
