MIP72 - Lower MORPHO rewards for borrowing WETH on BASE

The Morpho Association suggests lowering the reward for borrowing WETH on BASE to 1/10th of $r^S$. WETH is used for leverage, and rewarding the borrowing side too much risks shifting the native APY so that some looping strategies may become unprofitable without rewards, which would hinder the natural growth of the market.
