It’s time for mferbuilderDAO to move to Base.

This proposal will:
- Pause auctions
- Change voting period to 2 days
- Change voting delay to 2 days
The voting changes are done to help speed up the migration, as there are two more proposals after this to pass.
After this, we need to pass a proposal to migrate, and there is a 3rd proposal needed to bridge the treasury.
