moving to Base

With the launch of Based Mingos, we are moving this experimental DAO to Base, an L2. This will provide better opportunity to experiment for those unfamiliar with nounish DAOs as was intended.
I’ll be using the bridge at Base.org to swap eth for base eth and moving those funds into the Based Mingos treasury (minus .2 for expenses of this move and time spent).
