Remove the recurring payout to filipv.eth for multisig management. Pay Nance $500/cycle for 10 cycles.

Why

JBP-497: Pay for Multisig Management states:

If we’re able to fully automate these tasks before those 10 cycles are up, we should submit another proposal to stop these payments.

JBP-505: Nance Grant for Better Multisig Queuing states:

Pay subsequent $500/cycle to @nance upon completion of above (ONLY IF WE COMPLETE ONE BUTTON QUEUING #DOGFOODING).

JBP-505 has been fulfilled, meaning I (filipv) no longer have to queue multisig cycles.
