Raise debt ceiling on ETHERROCKS pETH from 150 pETH to 300 pETH

Also while doing this we will reduce the floor price from 200pETH to 110pETH
reason? We are in a bear market and the value of Rocks are really much lower than 200 pETH at the moment. The last sales are as follows 101, 125, 116 eth.
If this passes there will be at least a 2 week period before it is implemented and a final 24 hour warning before it gets implemented.
(it doesnt benefit the Dao to keep the Rock vault closed, it only benefits the devs/team members that deposited their Rocks in at 200 eth floor)
