PIP-35: Increase JPEG LTV Boost Max for Punks and BAYC

Abstract Users can currently increase their LTV by 15% locking JPEG for a duration they specify. This proposal would increase the max LTV boost to 25% by locking additional JPEG for CrytoPunks and BAYC vaults only.

Specifications Increase LTV for Punks and BAYC by up to 25% by locking JPEG. The JPEG required to boost would be the (new credit limit - base credit limit) * 20% in JPEG.

Example NFT Floor = 100 ETH Max JPEG boost = 25 ETH Base LTV max = 35 ETH New LTV max with JPEG boost = 60 ETH Assumed JPEG price = $0.001 Assumed ETH price = $1,000 (60 ETH - 35 ETH ) * 20% = 5 ETH = 5m JPEG

This PIP would also fix a bug in which users were able to get JPEG refunds if they re-locked their positions if JPEG was at a higher price than the initial lock.
