Summary

This proposal sets dust limits and configures authorization for new LBTC<>Stable vaults, RLP-USDC DEX, wstUSR DEX and its vault, LBTC-cbBTC and LBTC-WBTC DEX and its vaults. The proposal includes the configuration of TYPE_1 and TYPE_2 vaults along with smart collateral-enabled DEXes. It updates the USDC-USDT DEX fee handler and center price and supply shares of cbBTC-WBTC DEX. And it also updates the lower range of the wstETH-ETH Pool and adds its fee auth. It updates the fee of USDC-ETH
