Summary: This proposal entails upgrading the timelock contract across Instadapp protocols, setting up a new timelock with optimized parameters, and initiating transfers from the DAO treasury to the Instadapp team’s multisig for Fluid Rewards preparation.

• Initiate transfer of admin on current Timelock contract to Team Avocado Multisig.
• Initiate transfer of admin ownership of new Timelock contract from current Timelock contract to Governor contract.
• Accept master ownership of DSA’s InstaIndex.
• Accept admin ownership on Governor contract from new Timelock contract.
• Accept admin ownership on new Timelock contract from Governor contract.
• Set voting delay as 7,200 blocks (~1 day) on Governor contract.
• Set voting period as 14,400 blocks (~2 days) on Governor contract.
• Set queueing delay to 86,400 seconds (1 day) on new Timelock.
