XIP-76: Infinex Account V3

XIP-76 proposes the upgrade of the Infinex Account to the next version, enabling broader support for funds recovery, the ability to use CCTP for bridging directly (without Wormhole messaging) and predictable app account contract addresses.
If approved, XIP-76 will be executed.
