IR-2: Governance v1.1

IR-2 proposes the relocation of Infinex Governance to the Base network and the election of the treasury seat.
If approved, the Infinex Council will deploy a temporary instance of governance via Gnosis Safes to the Base network in order to allow the Infinex Private Alpha to launch. Furthermore, the Infinex Council will elect a treasury seat from the candidate pool of the initial election.
This proposal must be passed by a minimum of 60% of the actual debt shares voted.
