IR-1: IR Purpose and Guidelines

IR-1 proposes the concept of an Infinex Referenda, the mechanism by which meta-governance changes can be made to the Infinex protocol. Further, it clarifies the inaccuracies and ambiguities present in Governance v1 around what meta-governance entails.
If approved, any upgrades to the immutable governance contracts will now require submission of an IR for the change to be executed. This will follow a specific process, as outlined in IR-1.
This proposal must be passed by a minimum of 60% of the actual debt shares voted.
