Enable C.R.E.A.M on IdleUSDT Best Yield

Cream (http://cream.finance/) shows a good APR for USDT and Idle is already testing with IdleRAI the connector.
As we look for the continued growth of the Idle ecosystem, this will help to achieve this goal with:
- Helping the underlying lending protocols to reduce the pools stress. With re-allocation Idle helps to keep borrowing rates low and level the rates across the various platforms (Ecosystem Incentive)
- In the case one of the underlying protocols offer a low APR, Idle can try to offer to its own user still good yield switching on their behalf the allocation (Users Incentive)
- Diversification (Users Risks)
In addition, all the current integrators could benefit from it (Harvest, Yearn etc), attracting more capital

This could be the first asset where we enable it, we can then proceed with other assets (DAI, USDC etc.)
