Prop37: Merch Setup Budget

Allocate 1.75 ETH from the GrailersDAO Treasury to @wivarior as compensation for handling the process related to the first official GrailersDAO merchandise collection (hoodies).
The workstream includes the following topics:
- Design process (create mock-up, community feedback loop, etc. - DONE)
- Find supplier (communication, evaluation of best supplier, price negotiation, community feedback loop, etc. - DONE)
- Sampling process (design samples, approve blanket models, artwork and logo print, evaluate samples on-site, community feedback, design adjustment, approving of samples - DONE)
- Landing page setup & adjustment (in progress)
- Overall communication with supplier (multiple video calls, email communication, etc. - in progress)
- DAO member support during ordering process (not started)
