Burn vested GNO to reduce risk

GIP-35 had decided to reduce the supply of GNO to 3 million. While the DAO had voted on it is was not possible to burn the 7m GNO as they are in a 8 year vesting contract. However - >800k GNO have already vested by now and we are suggesting to send them to the 0x0000…00 address to practically burn them.
