MMM S15 Budget Proposal

Based on the process of discussion on the governance forum and the subsequent passing snapshot vote of funding MMM $172,935 for S15, we are now moving this on-chain to Tally as a simple vote to release the funds or not.

The GTC total will be adjusted based on the current market value at the time this proposal is moved to Tally. The vote will be to send the requested $USD amount in GTC.
