[GIP-155] ezETH, wstETH & USDe on Arbitrum Quota Limit Increase

Summary
Chaos Labs support the proposal to increase Quota Limits on Gearbox’s Arbitrum deployment for the following assets:
- ezETH
- wstETH
- USDe
Liquidity
ezETH
ezETH’s Arbitrum on-chain supply has grown since listing, along with on-chain DEX liquidity. As a result of this improvement, we recommend increasing its Quota Limit to 2,000.
wstETH
wstETH liquidity on Arbitrum is stronger than during its initial listing, allowing us to recommend a Quota Limit increase. A 3,000 wstETH for WETH swap incurs no slippage, allowing us to recommend an increase to 6,000.
USDe
USDe liquidity on Arbitrum has improved significantly, with a 5,000,000 USDe for USDC swap able to be completed with just 1% price slippage. As a result, we recommend doubling the supply cap.
