A proposal to increase the Quota Limit for rswETH

Motivation

Currently, rswETH has reached 498.81 rswETH, or 99.76% of it’s Quota Limit as seen here: https://dune.com/desnakeee/gearbox-quota-utilization As a result, we find it prudent to update rswETH’s Quota Limit to allow for additional deposits. Chaos Labs’ methodology for setting this Quota Limit is based on 2x the price impact under the 3% Liquidation Bonus. With this methodology, there is room for a ~3,800 rswETH Quota Limit. However, given that Swell has not yet enabled withdrawals, we have taken a more conservative approach of doubling the current Quota Limit from 500 to 1,000.
