[GIP 88] Add GEAR staking to the snapshot strategies list

This is a proposal to retroactively seek approval to count GEAR staking in a user’s voting power on the Gearbox Snapshot space.

GEAR staked in the staking contract, 0x2fcbD02d5B1D52FC78d4c02890D7f4f47a459c33, will now count towards voting power.
Current strategies can be viewed here: https://snapshot.org/#/gearbox.eth/settings (under “strategies”).
A vote “yes” indicates you wish for this change to be permanent. A vote “no” indicates you do not approve of this change and wish to have the staking contract removed from the snapshot strategies list.
