[GIP-247] ChainSecurity Audit Proposal

Summary
We propose engaging ChainSecurity to audit a set of new Gearbox Protocol components connected to the v3 release and migration flow. The scope covers:

Adapter for Upshift integration

ERC‑4626 zappers for moving funds from v3.0 pools (including those staked in 1inch farming, pools, and other vaults)

Migrator bot that moves positions between credit managers

Rate Keeper Factory patch
Total audit cost is estimated at 93.4k USDC, with a not‑to‑exceed (NTE) budget of 95,000 USDC to account for any minor exchange-rate or fee fluctuations. Upon DAO approval, Gearbox will coordinate timelines and deliverables with ChainSecurity, ensuring a report prior to mainnet deployment
