[GIP-43] OBRA DAO Governance Framework

This snapshot vote aims to approve / reject the proposed OBRA framework which moves the DAO to a more decentralized and less controlled asynchronous organism.
- As part of this motion, a multiplier and a grant-based system are introduced, as well as the new optional long-term bonus structure in GEAR.
- The multiplier system automatically goes into effect (including the list of new contributors which have been communicated on the governance forum) - if this proposal is approved. Meanwhile, you can treat GIPs 44 and 45 are separate individual unrelated grants.
- If this proposal is approved, the 3-month cycle begins immediately with GIPs 44 and 45 (yes/no) as part of the first initiative cycle.
