[GIP-78]Liquidity Migration From Curve to Uniswap

Migrate GEAR/wETH liquidity from the curve pool to uniswap and thereby eliminate the rampant token inflation caused by recent increase of mining rewards.
Motivation: the token price is in a death spiral, and part of that is due to only being on curve and the high emissions the come with that. There is great building going on with the platform, but fuck all being done for token investors and bagholders. This is one small step in the right direction. Yes, it is a governance token. A governance token that is fast becoming worthless. The platform makes money on people speculating in crypto but it remains obtuse to speculate on the GEAR token itself.
