FDIP 2 - Gnosis Safe Key Signers

FDIP 2 proposes to update the number of signers on the Founder’s DAO wallet from three to seven and appoint four new parties as signers. It further adds staggered term limits and proposes that each signer be allocated a small amount of ETH to cover transaction costs.
