Context:
- The DAO currently deploy 16,395 ETH on Compound, 13M DAI, and holds 1304 COMP (~158k$).
- The DAO currently deploy 54,697 ETH (148M$) on Aave, 3,324,059 RAI (10M$), 16M FEI, and holds 1174 stkAAVE (~186k$).
Summary: Allow regrouping of COMP and AAVE rewards earned by the protocol on contracts that delegate voting power to the Index metagovernance committee multisig.
