TIP-109: Discontinue TRIBE incentives [Veto]

TRIBE incentives are the largest cost of the Tribe DAO, subsidizing temporary behavior. This Tribal Council proposal moves to discontinue incentives to bolster the Tribe DAO treasury.
There are two separate actions, each can be vetoed independently, approval style:
- VETO discontinue single-sided LM - voting for this will keep single sided TRIBE incentives if VETO succeeds
- VETO discontinue LP + bribe LM - voting for this will keep LP and bribe incentives if VETO succeeds
This action can be executed by the Guardian after this 48 hr optimistic/veto snapshot, unless quorum is met to veto.
