[BAL Meta-governance]
Due to a technical error, the DAO is eligible to claim 34,344 BAL tokens, but is unable to. The full issue is explained in this forum post by eswak on the Balancer forums: https://forum.balancer.fi/t/bip-5-tribe-dao-unclaimable-bal-rewards/3196
The Balancer DAO & dev team was kind enough to organize a rescue of these 34,344 BAL, so that the Tribe DAO can access them.
This meta-governance proposal is to allow eswak.eth (current BAL delegate) to vote YES on the following Balancer snapshot vote : https://snapshot.org/#/balancer.eth/proposal/0x58e9a1c3bf455e5e8ac9a648fe58731572d0aa142a228031fbe5b096107e2754
If this Balancer vote passes, the Tribe DAO would be able to recover the 34,344 otherwise unclaimable BAL tokens.
