Description
Proposal to add @thisispaff#3156 (new community-appointed CMO) to our currently 8-person MSW team. We will keep the signing requirements to 4 signatures (e.g. 4-of-9 signatures required to execute on transactions).

As an active member of the core team, adding Paff will ensure more timely MSW execution.

We currently have 8 members of the MSW team distributed across the globe. There have been TXs that have taken longer than desired to execute on because of lack of available MSW signers ready to sign the TX - adding Paff will help to alleviate such sceanrios.
