DIP-35: Capitalize the DAO
This proposal seeks to perform a one time mint in order to capitalize the DAO and disable all future minting.
Initially, all PAPER was distributed to DOPE token holders. Currently, the DAO has a minor stake in PAPER that it has earned through unbundling. Having such a small amount of PAPER severely restricts the DAOs ability to incentivize participation, through compensation for contributions. Additionally, the DAO is unable to capture any upside of the outcomes it produces, since it does not own its own game currency.
The proposal seeks to undo this decision, performing a one time mint of:
500M PAPER to the DAO 250M PAPER for liquidity mining 250M PAPER to existing DOPE token holders
