DIP-88 Liquidity Council $Paper allocation

The liquidity council is underway optimising our liquidity situation. The current DAO liquidity snapshot is as follows.
Mainnet PAPER 10.1M ($78k) ETH 92.72 ($236K) Split 25%-75%
Optimism PAPER 1.8M ($14k) OP 33,321 ($124k) Split 10%-90%
Although we would have hoped that Arrakis would have managed the ratios a little better, ultimately it has been a success and we have bootstrapped ourselves a liquidity pool to work from.
We plan to remove funds from the Arrakis Protocol in due course and run our own positions. We have the upcoming $Paper bridge to StarkNet nearing completion, so we will be looking toward providing liquidity there to best capture the benefits of this exciting new development. To this end and to the cause of effectively maintaining healthy liquidity for the DAO overall, the Liquidity Council requests that the DAO releases 25 Million $Paper tokens to a Council controlled multi-sig to be used appropriately for these purposes abovementioned.
