DIP-62 Initial MMO Remediation Work

DIP-62 has already passed a snapshot vote, and is explained in detail there.
This on-chain proposal is intended to facilitate the transfer of tokens to a clean dev wallet that will not be touched until each milestone in the proposal is reached.
At the time of writing this proposal, the tokens to be transferred are
- $7760 USDC equivalent total
- $3080 USDC equivalent in OP to bort#1339
- $4200 USDC equivalent in OP to johntelman7x7#6819
These tokens will be transferred by the L2 Multisig upon successful completion of this proposal
