DIP-42 Map Interiors + Quests + Turf Preparation

Overview DIP42 will fund the creation of interiors for the current building of the map and will be executed by HPMNK, who has been doing the whole Dope Wars Map since December. MrFax will take care of the NPCs and NPCs animations, as he always has done for the previous dope wars sprites. The objective here is to do add a new layer of narration to allow quests to emerge from it
