Increase gov rewards

Background Gov rewards have been keeping steady at 800 dg per week for the past couple of weeks.

Proposal Increase governance rewards to 1200 dg per week starting as soon as this proposal expires, and for 5 weeks. Keep them that way unless another proposal change this.

Rationale Risk aversion on the market has been higer these past couple of weeks after the crash, and at the same time we are seeing new players participating in governance which dilute the apy. A lower apy has less chances of generating dg holders at the time when we need that the most. At the same time, we are offering higher rewards for participating in the LP than in governance, that is to say, reward more to people who own 50% dg 50% eth, than to people who own 100% DG.
